I upgraded two days ago with Wifi when I was oversea. Back to Singapore and face the same problem... Google Play and FB App always connection timeout... I'm using Starhub too.
Anyone found a quick solution other than factory reset?
Added a new APN (Settings->More...->Mobile Networks->Access Point Name->New APN) with the following settings:
Name: Starhub
APN: shwapint
The rest leave it blank or use default setting.
It seems to work.

Following this thread, exactly the same is happening to my phone. Slow speeds, internet timeouts on FB/Google Play/YouTube etc. following upgrade to ICS. I thought it was just my phone so I am strangely glad to know I am not alone. I am on Starhub and I have a Galaxy S2. Been through all sorts of technical help with Samsung and Starhub and Samsung have even replaced my phone to fix this. I got a tip from a Starhub technician that there was problem with the upgrade initially and that they were recommending Starhub customers not upgrade. However, asking other Starhub staff, no one else has heard of this issue.... I upgraded again on the weekend and after 3 days of normal service and using SHWAPINT, by itself the APN disppeared and the standard one appeared. Now I have the same problem again. I have added shwapint APN again but it has not helped. Is anyone on this thread still experiencing this? Any other fixes?
Are you saving the APN before exiting?
