Hi Spartan, welcome to the forum!
Why not try QuickPics from Google Play? It's actually superior to Gallery and it's free from the Google location.
I agree with ultra. However, things should work.
Settings > applications > Manage aps > all Apps > gallery. Select it and select clear data. You will not lose your pics. It should take care of the issue.

I downloaded Quick pics and disabled Gallary from application....
Now its working fine .. but am wondering why Gallary is not responding after upgrading ICS... weird.

Most of the bugs encountered with the upgrade of ICS are because it is a huge shift in system files that really should be automatically accompanied by a factory reset. Google omits this step. Probably so there aren't millions of users complaining about a total wipe of their phone with the OTA.
