I am facing problem that there is no screen lock, power menu, shut down and restart option so that I can apply these. Can anyone help me in this matter?

Lock screen would be under Settings > Security. Not sure why you wouldn't have a power menu. You're referring to long pressing the power button, right? What does that do?
If you aren't getting a lock screen after the upgrade then you should do a factory reset under Settings, Security.
You could try a backup and restore in Samsung Kies on your PC first.

Gotta love how different ICS can be on Android.
On 4.0.4, on the S3, it is Settings...Security.

I have the same issue after upgrading to ICS 4.0.3. Thought it was specific to the update and i did an update to 4.0.4. Problem persisted. No homescreen at all though the homescreen settings are there, non worked. Also, long press on power button shuts down phone directly with no options. When phone boots, it boots directly unto home screen.
Further information. I use Samsung Galaxy Note N7000 And i have cleared cache and issue still persists.
Did u do a factory reset on the phone?
