unable to send message or receive call

there are times when my phone does not receive/send calls or messages after several minutes of connecting to wifi, but my network signal is strong. i have to restart my phone everytime this happens. i'm sure that it is not a network problem because i tried to call/send message using other phone with the same network and it's working fine. i have missed several important calls. and important messages were also delayed. what could be the possible cause and solution to this? please advice.

Have you another SIM card you could try swapping? To see if the problem is with the SIM or if it's something else?

yes, i tried to use other sim card but the problem still occurs. i don't understand why it happens. it started after updating to ics.

Are you trying to use wifi calling?
I suggest you dl opensignalmaps off the market. Its free. It measures your signal strength by dBm which is the most accurate way. And it will tell you which cell phone tower you are connected too. If the reason is your connected to a tower that is far from you then you can call your cell phone provider and asked to be taken off that tower and redirected to a closer one to you. Should increase your signal dramatically.
